Cork County Board children’s officer Eoghan O’Connor wishes to inform clubs about a change to the garda vetting system.

In an email sent to all clubs he said: “I am writing to inform you that GAA garda vetting will be moving to a new vetting system on March 31. The new system has been built into Foireann.

“The current system has closed. This is to allow each county process the current applications on their site. The garda vetting system will then be part of Foireann and it is through this system that a coach/mentor will in the future apply to be vetted.

“The new system will permit the Children’s Officer access to confirm when a person is vetted.

“The CO will also play a key role by validating the ID documentation of each club application before it will be processed. The closure of the site is not to create any alarm amongst our members but to allow all applications currently on the system to be processed along with the current applications being processed by the National Vetting Bureau.

“I thank you for your ongoing work in all matters regarding child welfare in your clubs and I regret any inconvenience this may cause in your club.”

THIS year, Rebel Óg coaching are partnering with ‘Play Us GAA’ in the promotion of their Go Games Program.

Colm Crowley, GDA, said: “Over the years, whilst planning Go Games, we have dealt with common queries from mentors who have had opposition withdraw at short notice.<“Mark, the founder of the Play Us GAA app noticed that his app could be useful for clubs who are left high and dry at short notice.

“They will then receive one years free membership to the app for their team.”

How it works?

The PlayUs GAA is a system that has been designed to facilitate all GAA, LGFA and camogie teams to search for and arrange challenge games, tournaments and blitzes.

Coaches seeking to organise games can simply use our app to enter the proposed game details, our app then sends out invites to appropriate teams within a designated distance.

PlayUs can be a very useful tool for coaches and will provide more games for club players.

How the app works:

Choose challenge, blitz or tournament.

Select home or away.

Next choose your date and time.

Confirm your location.

Next set the range you wish your game invite to cover.

Then simply select the team/s that you want to play from your invite responses.

It is as simple as that. It will be extremely useful for all coaches in the club but in particular Go Games Level coaches who are let down at short notice.

 

The officers and all involved with Rebel Óg would like to offer their condolences to the family and friends of Dónal O’Leary who has passed away. Dónal, a member of Nemo Rangers GAA Club, has been involved with the GAA for many years and served as an officer of the old City Division Bord na nÓg.

When Rebel Óg was formed he became Runaí of the Central Region and in the last two years was Assistant Runaí of Coiste na nÓg. He also served as an underage officer with his club.

His contribution to the betterment of underage structures and games in Cork was immense and all are saddened to hear of his untimely passing.

The officers, on behalf of all in Rebel Óg, would like to offer their sincere condolences to his wife, Eileen, his children, extended family, and wide circle of friends.

This is a call to clubs that may be considering hosting a Kellogg’s Cúl Camp for 2022. Rebel Óg Coaching is seeking expressions of interest from clubs for summer 2022.

This form must be completed by Friday, February 25, via the link below.

 On the form below you are asked to pick two options there are no guarantees of your club receiving these dates. It will be done on a first come first served basis with a capacity of 15 camps per week.

Some background information to help inform your decision is as follows:

  • Camps to run over five days with no exceptions for the week of August 1.
  • All coaches must be 18+, garda vetted, and have a safeguarding course & foundation coaching course completed in advance of the camp.
  • Clubs will need to submit a planning document in advance of the camp start date
  • Camp fee is to be confirmed at national level but is expected to be similar to last year
  • There is a new kit designed and this will be launched shortly

 If your club has no coordinator at present, we recommend that you put in your underage secretary’s name to avoid disappointment with your dates.

This can be changed at a later date.

The Cork GAA Football Goalkeepers Work group is hosting a workshop on kick-outs at Páirc Uí Chaoimh on Saturday,  February 19, from 9 to 11am.

The workshop is open to all club coaches and will cover: 

  • Team-based approach to kick out strategies & tactics
  • How do you win your own kick out?

  • How do you attack the opposition kick out?

  • What percentage of kick-outs does your team need to win games?

  • Practical, on-field demonstrations​

This two-hour workshop will include a discussion on these aspects of the game followed by some coaching examples of how to prepare your team to win the kick-out battle in matches.

Following the recent relaxation of Covid restrictions, we ask you to note the following in relation to our games in the coming months

Covid in the Community: While restrictions have been relaxed, it is important to note that Covid is still with us.

In that context, it remains the position that everyone involved in our Association at either a playing or administrative level, continue to follow Government advice in the relevant jurisdiction on containment of the virus.

At its most basic level, this means that players, coaches or administrators who are displaying any of the symptoms of Covid should not attend training, games or meetings.

Further advice is this context is available at https://www.gov.ie/en/publication/914a6-guidance-on-the-public-health-management-of-covid-19-cases-and-close-contacts/ for members in the 26 Counties and at https://www.publichealth.hscni.net/covid-19-coronavirus/covid-19-information-public for those in the North.

Provision of Contact Tracing information (26 Counties): If an individual/team member(s) become infected with SARS-CoV-2 or is a close contact of a detected case, the Government’s Contact Management Programme (CMP) is responsible for contact tracing and, if indicated, for arranging testing for close contacts.

In order to undertake this mandatory medical function, it is essential that the CMP have direct access to the relevant individual through provision of their contact information (i.e. mobile phone number).

The provision of other contact details such as for a team doctor is not acceptable in this context.

Water breaks Counties and Clubs should note that the provision for Water Breaks in our games is now removed from our Match Regulations with immediate effect.

The following provisions in this context now apply:

Maoir Uisce – Two Maoir Uisce who must be over 18 years of age, are permitted per team; they may not enter the field of play. Each must wear an official bib (Football: Purple or Green | Hurling: Brown or Lilac) and will be situated as per the “Pitch Layout” in our Match Regulations, and at least two metres from the sideline.

Official team personnel (Selectors/Coaches), substitutes, injured players or members of the extended panel may not act as Maoir Uisce.

In the event that any official team personnel, injured player(s) or a member of the extended panel act as a Maoir Uisce, any breach of rule, shall be considered as a Misconduct at Games by Team Officials infraction.

Maoir Uisce are not permitted to have/use Communications devices i.e. walkie talkies.

In Hurling the Maoir Uisce will also act as Hurley Carriers & may enter the field of play with a replacement hurley when necessary.

This will also mean that the number of people allowed access to the controlled zone for games in our Match Regulations will increase by 2 (i.e. from 40 to 42) to accommodate this change.

In this context, Counties and clubs should a note the provisions on unauthorised entry to the field of play as outlined in Rule 1.4 of the Rules of Control

1.4 ENTRY TO FIELD OF PLAY/INCURSIONS

A Team Official shall not enter the field of play.

Exception: The Referee may give his permission to a Team Medical Officer or one authorised official to enter the Field of Play to examine an injured player.

Penalties on the day for the above infraction:

(i) Caution offender by showing him a Yellow Card;

(ii) Order offender from the Pitch Enclosure for a second Infraction by showing him a second Yellow Card followed by a Red Card. The offender is debarred from the Pitch Enclosure for the remainder of the Game, including any Extra-Time, when played, and he may not be replaced.

Fixed penalty on a second repeat infraction (i.e. a third ordering off): One match suspension in the same Code and at the same Level, applicable to the next game in the competition in which the third ordering of occurred, even if that game occurs in the following year’s competition.

Finally, we wish to take this opportunity to thank all of those involved in the Association for their patience and co-operation with the various restrictions imposed over the course of the last two years.

While the pandemic may not be over, there are certainly very positive signs for better days ahead and our activities, for the moment at least, will be returning to something resembling normality. In the interim, we again urge you to continue to follow Government advice and in particular, the provisions outlined North and South for those who are positive, are symptomatic or who are considered to be close contacts of a positive case.

Please circulate to all coaches in your club, in particular those who are new to coaching and have not completed the Foundation Course as of yet.
These will be the only Foundation Courses we will be hosting in Cork until October.
The course will be blended in that there are “online” and “practical” segments.
Anyone signing up is encouraged to sign up for the link below based on their location.
Format:
1.) Click on the link below appropriate to the region of your club. Log in or Register if a new user.

2.) Once you have registered, you will be given access to the modules for the Foundation Course. You must complete all the modules in full to gain accreditation for the course. This is not negotiable.
3.) Complete the Practical Workshop at a venue locally (Details will be circulated about all venues, times, and dates by the end of the week. We will host at least 1 Practical workshop in each region. If the times/dates don’t suit, you may go to another region to complete the practical.
4.) 48 hours after the final practical workshop, the system will close down online, so you will not be able to access the modules to complete the online section. Anyone who has completed all the online modules and attended the Practical workshop will be issued with their Certificate. If you did not attend any practical or did not complete all of the online modules, you will not be issued the certificate. The system then resets, so if you had part of the requirements completed, this will be deleted and you will have to start again the next time.
5.) I will circulate all venues and times of the practicals to all club secretaries in the coming days for circulation as well as inform all registered persons of the same information to the email address they register online.

What is the Munster Club Development Programme? 

The Club Development Programme incorporates all areas of club development both on and off the field and will have engagement with the Adult and Juvenile sections of the club. The programme identifies 7 areas or pillars that form the foundation for a club to develop and reach out to its wider community. The Pillars include:

      1. Coaching & Games Development
      2. Volunteers & Recruitment
      3. Finance Fundraising & Facilities
      4. Organisational Structures & Governance
      5. Communications & Public Relations
      6. Health & Well Being
      7. Social & Community

The programme which will be delivered by our GDAs who will work closely with the County Development Officer and other support groups to ensure all areas of expertise are made available to your club throughout the programme.

The programme will commence with an Audit of your clubs’ activities and then help in areas where there might be opportunities for improvement.

Presentations/Club Visits: 

There will be 3 visits that must take place with your club. These visits are open to all senior and Rebel Óg officers and committee members, club coaches at all ages, club members, players and parents. The Visits can be conducted online or at a Face-to-Face meeting in your club.

Night 1:

The presentation will introduce the programme, give feedback on the club audit and allow opportunities for discussion around the information contained in the Audit.

Night 2: 

This will take place approx. 7-10 days after visit 1 and will focus on Building your club and introduces the 7 pillars. The presentation will go through each pillar and their role if applicable in your club. The presentation will conclude with looking at establishing communities of learning.

Night 3: 

This will take place approx. 2-3 weeks after visit 2 and looks at best practices in clubs and identifies areas of work that will have to be undertaken within the club to further develop your structures

Next Steps:

Munsterplan

Rebel Óg had sent clubs a brief outline of the planned games programme for the year and other relevant information. As per the national decision, the primary age grades are U13, 15, and 17. There will be leagues and championships at U15 and 17, league only at U13 in accordance with rule. Championships will be run on a round-robin basis, followed by semi-finals and finals at the primary age grades.

The first teams of clubs at these age levels will be graded as Premier 1, Premier 2, Division 1, Division 2, or Division 3. There will be second-team and C3 competitions at these age levels. Second teams will be graded in Division 4 or Division 5.

U12, 14, and 16 are secondary age grades. There will be a league only at U12. There will be league and championship at U14 and U16.

U14 and 16 leagues are confined to players on the age. U14 and 16 championships will be knockout, eligibility will be in accordance with general rule.

The U14 championships will be played in May/June during the exam break, U16 championship will be played late in the year, similar to 2021.

Rebel Óg encourages clubs to enter second and/or C3 teams at primary age-grades, particularly at U15 and 17 and to enter U14 and 16 leagues only where they clearly have enough active players on the age.

Second Team competitions will be league and championship, C3 will be league only. Please note that general rule applies to second teams, 15 players must be named for the first team.

All other eligible players can play with the second team until the championship, players are subsequently tied to a team by championship participation.

C3 eligibility does not change during the season, 10 players are named for the first team (where a club enters a first and C3 team) and all other eligible players can play C3 throughout the season.

Second Team games and C3 games will be scheduled for the same day. Records show that there are very few clubs able to field a second team and a C3 team; those clubs will be allowed to move the dates of their games to avoid a clash.

There will be two competitions in each code at U12 and 13 in 2022. The first competition will be a grading competition and will consist of three or four games. The teams will then be graded for the main competitions which will have bigger groups and more games.

This is necessary as Rebel Óg has very little information about the standard of these age groups due to the disruption caused by two years of Covid. At U12, the five-goal rule will apply. This states that if a team scores more than five goals in a game, the sixth and subsequent goals are each counted as a point.
