Coiste regulations governing 13 aside competitions

As you are aware,  13 a-side competitions are for teams/clubs that are struggling to field 15 a-side teams and  Regulations are drafted to help protect the clubs that may be struggling for numbers. It has been evident in recent years that some clubs are using more than the required 18 in a panel and may well have been able to field in 15 a side.

Please find below the regulations and procedures that are being adopted across all regions for 2019 and your co-operation is requested in this matter.

1.14. Any club wishing to field a team in 13 a-side competitions must submit a list of players which may only contain a maximum of 18 players prior to the commencement of the relevant competition.

13. 13 a-side hurling/football

Clubs playing in these 13 a-side games are advised that they must not go outside the panel of players submitted. Any club found guilty of breach of this regulation shall forfeit any game won with teams fielding any players not listed in their application. A club fine will also be considered.

As you are aware, 13 a-side competitions are for teams/clubs that are struggling to field 15 a-side teams and the above Regulations are drafted to help protect the clubs that may be struggling for numbers. Your co-operation is requested to ensure this happens.

For 2019, the above Regulations will be implemented as follows:

  • Clubs are asked to submit their panel of 18 after they have played their first game in a 13 a side competition for that competition. This is to give clubs a chance to know what their panels are before submitting. These panels should be submitted by email to the Rúnaí of the relevant Region/Coiste not later than three days after the first game and before the second game is played.
  • Clubs must then stay within that panel for that competition. However, they may apply to replace a member of that panel to the relevant Region that governs that competition in the event that the club wishes to replace a member of the panel on a permanent basis. This could occur, for example, where a player incurs a long-term injury or where a member of the panel is no longer interested in continuing to play. A player removed from the nominated panel will no longer be eligible to play in that competition and shall not be reinstated to that panel.
