THE next two weekends are going to be busy ones for U15 club sides across Cork.

On Saturday next, August 21, the Féile hurling and camogie tournaments take place and the following Saturday, August 28, it’s the turn of the footballers and ladies footballers to take centre stage.

Covid restrictions mean there is no big national event planned as per other years but there will be a special event held in Thurles in a few weeks time to mark the 50th anniversary of the first Féile.

Blackrock won the first Féile 50 years ago and captain of the side was Finbarr Delaney, who came along to the launch of this year’s local events at Blackrock Hurling Club.

Up until this year he and his team-mates held an unique record as they were the only U15 winners of the title, as after the first year it was moved to U14, where it has remained until this season.

It has gone back to U15 and it remains to be seen if this will be the way going forward in future years. The move up the age grade is a big plus to U14 players who lost out last year due to the pandemic and were unable to take part in the tournament.

The Premier 1 hurling winners will be Cork’s representatives in Thurles for the tournament to mark the 50 anniversary.

Later in October there will be another event held at Croke Park, during the mid-term break, where a number of sides will be asked to play. Full details of the Croke Park event have yet to be confirmed.

But for now players and coaches will be concentrating on the local games which will take place all across the city and county over the coming two Saturdays.

Neilus Carroll, chairperson of the Cork Ladies Gaelic Football Association said: “The Cork LGFA is delighted to be taking part once again in the John West Féile Competition.

“This year is the 50th anniversary of this competition which showcases the talent of our young players throughout the county.

“It is a great opportunity for these players to be involved in this prestigious event. Best of luck to everyone taking part.”

“With seven divisions in Cork Camogie Féile, each division will comprise of two groups of four teams, the winners of each group will then progress to a final on the evening of the 21st.

“Division 7 is made up of six teams, two groups of three. Coordinators are busy preparing the schedules at the moment and are looking to secure referees, while clubs are focusing on their training.

“Féile is a right of passage for our young players and moving the age from 14 to 15 is very welcome, especially this year when it had to be cancelled in 2020.

At the launch, Finbarr Delaney showed the players selected to represent the various clubs the sliotar that was used in the final and was then signed afterwards by all the panel.

Manager of the winning Rockies side was Eamonn O’Donoghue and he is the proud custodian of the sliotar.

Cork Féile

Due to the continuance of Covid-19, it has been decided by the National Committee that no National Féile would be held in 2021, but that within each County a one-day competition will take place on Saturday, August 21 for hurling and Saturday, August 28 for football.

Winners from the Division one competition, hurling are invited to Thurles on the October Bank Holiday Monday for a one-day event to commemorate the 50th anniversary of the first Féile played in Semple Stadium in July 1971.

Féile 1. Teams from Premier 1 and 2, currently 16 teams, are to be divided into 4 groups of 4. To be played off on that Saturday Morning with games commencing at 10.30 am. Each team to play 3 games with each group winner qualifying for the group semi-final, time to be confirmed, depending on any Cork involvement at Inter-County level that evening.

Féile Phase Two – Games in Semple Stadium / Thurles – The National Committee in conjunction with Tipperary GAA to host an event in Thurles on Bank Holiday Monday, October 25.

The following counties are being invited to send a representative to coincide with the eight teams that competed in Division 1 in the original Féile in 1971 – Dublin, Wexford, Kilkenny, Waterford, Limerick, Clare, Cork, and Galway – plus four teams from Tipperary, again to mark the fact Tipperary hosted the first event 50 years ago (12 teams in total with no other event being planned centrally).

Féile 2. Teams from Division 1 Hurling, grouping on a similar arrangement to Féile 1, depending on entries.

Féile 3. Teams from Division 2 Hurling, grouping on a similar arrangement to Féile 1, depending on entries

Féile 4. Teams from Division 3 Hurling (13 a side), grouping on a similar arrangement to Féile 1.

Féile Phase Two – Games in Croke Park – Games to take place in the stadium over three days during the Halloween School Break. Teams drawn on the basis of having participated in their local county competition. All 32 counties to be involved over the three days (some in hurling, some in camogie, some in football, and some LGFA). Féile Participation Draw to be made early September.

All group games will commence at 10.30 am, with games consisting of 15 minutes a side, with a five-minute halftime interval. Round 2 game to commence at 11.15 am and round 3 games commence at 12.00 Noon.

An entry fee will apply accompanied by a non-refundable fee payable with the entry in the event of such withdrawal occurring. (Details to Follow)

Páirc an Cróchaigh have commissioned a 50th Anniversary Medal which will be presented to each group winner.

NOTE

In recent years clubs having entered, paid their Feile Fee, and then in the days leading up to Feile withdrawing, or even sending notification on the morning of the competition that they were unable to compete. This caused major difficulties for Coiste na nÓg as it meant that Groups had in some cases to be redrawn while in others with last-minute withdrawals it meant that some groups were left rather lopsided.

ENTRIES

Latest date for entries in both codes is 5pm on this Friday, July 23.

A chara,

As you are aware, the Government has confirmed a further relaxation of Covid-19 restrictions to take effect from Monday, June 7.

In terms of Gaelic Games, the impact of this for various activities is outlined below.

Games/Attendances From June 7th, competitive and challenge games at all levels of club and inter-county are permitted to take place. However, it is essential that we continue to proceed with caution and that the Return to Play Protocols continue to be followed.

In terms of attendances, 100 spectators will be permitted to attend GAA games (club and inter-county) in the 26 Counties from Monday, June 7. This number is in addition to players, team personnel, stewards, or media attendees. Where a ground has a minimum accredited capacity of 5,000, a maximum of 200 spectators can attend.

It is likely that from July 5, up to 200 spectators may be permitted to attend games, and up to 500 may be permitted in grounds with a minimum capacity of 5,000. However this will depend on progress in broader society – if these increases are to be permitted, we will advise in advance of July 5.

Where attendances are permitted at games, the advice in the attached document, prepared by the National Health and Safety Committee needs to be followed. For underage games, where parents are attending in a child-protection capacity, they will count as part of the 100 spectators permitted to attend.

All grounds should have appropriate dispersion measures in place at all entrances and exits and parents/guardians should be advised that congregation in large groups on or outside club grounds is not permitted.

Dressing Rooms For club games, Dressing rooms must remain closed. This is to ensure the risk of players or backroom personnel being classified as Close contacts is minimised. As in the Summer of 2020, players should arrive ready to warm-up and play and leave the ground once the relevant game is over.

Use of Gyms In broader society, the use of Gyms for individual training will be permitted from June 7th. However, we are advising that club or county-owned gyms should remain closed for the moment unless being used on an individual basis by players on a county panel. Again, this is being advised on the basis of ensuring the risk of an outbreak in a club among your players is minimized.

From July 5 in broader society, it is likely that indoor training will be allowed to recommence in pods of up to 6 people. We will review the position on the use of gyms at that point and provide further advice for clubs and counties in advance of July 5.

Club Bars From June 7, club bars will be permitted to serve food and alcohol outdoors and in line with general guidance for the sector.

From July 5 and subject to maintaining progress with the virus, indoor services in bars and restaurants may be allowed to resume.

Drive in events From June 7, Drive-in cinema and drive-in bingo events may take place.

Family fun days and other fundraising events It is permitted to hold family fun days or other fundraising events from June 7, provided the numbers involved do not exceed 100 persons. It is possible that this number may increase to 200 from July 5th – again we will confirm in advance of that date if this is to be permitted or not.

Indoor meetings All Club and county meetings should continue to be held remotely until further notice.

It is worth noting however that the Government has made provisions for indoor events to be allowed to return from July 5. However, these will be subject to a maximum of 50 attendees, in groups of up to 6 people and with arrangements in place to ensure no intermingling of groups. Again we will advise further in this context in advance of July 5.

Revised Code of Behaviour (Underage)

As you are probably aware Croke Park is in the process of revising the current Code of Behaviour (Underage) following a process of consultation within our Association. The Code is a vital reference and policy document that is enshrined in Rule, it acts as a daily guidance to Clubs and County Committees in our work with children and it also directs us in fulfilling our legal safeguarding responsibilities.

Unlike previous Codes the revised and updated version will be available, once completed,  online only and shall be available to download by GAA Clubs and members from gaa.ie as well as from the Rebel Óg website.

A feature of the new Code is that each section has been designed to download as a standalone leaflet. This means that it will not be necessary for you or others to download the entire Code simply to access a particular section or even a subsection thus saving you time and the bother of printing multiple pages that may not be required at the time.

Maintaining Good Practice and Behaviour- Section 3 of the Code of Behaviour (Underage)

The most sought-after section of the Code of Behaviour (Underage) has always been Section 3, now titled Maintaining Good Practice and Behaviour. This revised section outlines the minimum levels of behaviour we expect and accept from Young Players, from their Coaches, their Parents, our Clubs, Referees and Supporters. Containing 11 different downloadable leaflets I urge you to put the link or a copy of Maintaining Good Practice and Behaviour on your Club website and to pass on the attached copy to your fellow colleagues and to your club underage mentors.
